Qualifications/Requirements: | KNOWLEDGE, SKILLS & ABILITIES • Thorough knowledge of the principles, practices, and techniques of civil engineering, major capital construction projects; design, materials, and equipment associated with public projects. • Considerable knowledge of the operational characteristics, services, and activities of a public works construction inspection program. • Thorough knowledge of the principles, practices and techniques of construction and project management. • Thorough knowledge of the principles, practices and techniques to deliver Federal Aid projects. • Thorough knowledge of the principles and practices used in the planning, design, inspection, and construction of public works facilities. • Considerable knowledge of Customer service principles and techniques. • Thorough Knowledge of principles and practices of contract administration and program development and administration. • Knowledge of pertinent federal, state, and local laws, codes and regulations, including public contract law. • Thorough knowledge of civil, structural, electrical, traffic, geotechnical, and mechanical engineering principles and practices as they relate to construction management and inspection services. • Thorough knowledge of general construction principles and practices. • Knowledge of principles and practices of municipal budget preparation and administration. • Considerable knowledge of the principles of supervision, training, and performance evaluation.WORK STANDARDS • Demonstrates regular, reliable and punctual attendance. • Must be honest and truthful in all tasks and responsibilities. • Conduct oneself with integrity, morality, character, and trustworthiness. • Exhibit self-control. • Detail-oriented. • Thorough when completing work tasks. • Excellent verbal and written communication skills. • Willingness to accept supervision and constructive criticism. • Reliable, responsible, and dependable. • Willingness to take on responsibilities and challenges. • Independence of action within industry standards and departmental guidelines is stressed. EDUCATION & EXPERIENCE Education: Degree in Civil Engineering, and/or equivalent combination of education and experience sufficient to successfully perform the essential duties of the job. Experience: Four (4) years of design and/or construction management or a closely related field, leadership and experience to perform the job effectively. SPECIAL REQUIREMENTS & CERTIFICATIONS Requires possession of a valid driver’s license by date of hire. New employees establishing resident status in the State of Oregon must obtain an Oregon driver’s license within 30 days. Requires completion of a background investigation to the satisfaction of the City. |
