GENERAL POSITION SUMMARY
The City Engineer oversees the City’s capital improvement program including projects associated with private development and City sponsored projects through the design and construction process. This position assigns and supervises project technical design and construction inspection staff in the Engineering Division and reports to the Division Head.

The following information is not all-inclusive.
• Oversees, supervises, and coordinates the management of design and construction stages of capital improvement projects including water treatment and distribution; storm drainage improvements, street improvements, airport improvements, building improvements, and parks improvements.
• Responsible for activities related to design and construction management of capital improvement projects, including pre-design, design, bid, post-bid inspection, construction, and project close out and related tasks; and professional contracts; ensures completion of projects within budgetary, regulatory, and time constraints.
• Exercises supervision and overall personnel management of all assigned staff, including assigning and scheduling work, establishing work priorities, evaluating performance, training, and selection; motivates and evaluates assigned personnel, and may oversee contract and/or seasonal employees.
• Participates in the development and administration of assigned program budget; forecasts funds needed for staffing, equipment, materials, and supplies; monitors and recommends approval of expenditures.
• Reviews, and/or assigns staff to review, land use actions, partitions and subdivision land divisions for conformance with ORS requirements, land use development ordinances, and policies and public works standards.
• Responds to and resolves citizen inquiries and complaints.
• Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of public works design and construction management.
• Scope of assigned area of responsibility will depend on departmental structure and is at the discretion of the Department Head.

• Performs other related projects and duties as assigned.

Qualifications/Requirements: KNOWLEDGE, SKILLS & ABILITIES
• Thorough knowledge of the principles, practices, and techniques of civil engineering, major capital construction projects; design, materials, and equipment associated with public projects.
• Considerable knowledge of the operational characteristics, services, and activities of a public works construction inspection program.
• Thorough knowledge of the principles, practices and techniques of construction and project management.
• Thorough knowledge of the principles, practices and techniques to deliver Federal Aid projects.
• Thorough knowledge of the principles and practices used in the planning, design, inspection, and construction of public works facilities.
• Considerable knowledge of Customer service principles and techniques.
• Thorough Knowledge of principles and practices of contract administration and program development and administration.
• Knowledge of pertinent federal, state, and local laws, codes and regulations, including public contract law.
• Thorough knowledge of civil, structural, electrical, traffic, geotechnical, and mechanical engineering principles and practices as they relate to construction management and inspection services.
• Thorough knowledge of general construction principles and practices.
• Knowledge of principles and practices of municipal budget preparation and administration.
• Considerable knowledge of the principles of supervision, training, and performance evaluation.WORK STANDARDS

EDUCATION & EXPERIENCE
Education and experience requirements listed are minimum standards. Other equivalent combinations of education, certifications, training, and experience may be considered.

Education: Degree in Civil Engineering, and/or equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.

Experience: Four (4) years of design and/or construction management or a closely related field, leadership and experience to perform the job effectively.

SPECIAL REQUIREMENTS & CERTIFICATIONS
Registration as a professional Civil Engineer in the State of Oregon, or the ability to obtain by reciprocity within six (6) months, is required.

Requires possession of a valid driver’s license by date of hire. New employees establishing resident status in the State of Oregon must obtain an Oregon driver’s license within 30 days.

Requires completion of a background investigation to the satisfaction of the City.
