Full Description
• Oversee the daily water treatment, distribution, and administrative operations.
• Evaluate, develop, and implement programs, policies and procedures to improve the district’s efficiency and effectiveness.
• Plan, organize, and coordinate tasks and projects; identify resource needs; monitor and track task and project activities and schedules.
• Ensure compliance with required record and documentation retention.
• Ensure compliance with Public Records and Meeting laws and regulations with Board secretary.
• Interpret and apply district, Oregon Health Authority and other federal and state policies, laws, rules, and regulations.
• Develop district budget with input from the Board of Directors, staff, and budget committee members, and serve as the district’s Budget Officer.
• Monitor revenue and expenditures to ensure adherence to the approved budget.
• Review and approve vendor contracts, purchase orders, construction standards, and plans and specifications for system improvements.
• Prepare reports regarding district activities.
• Serve as the district representative with customers (receive and resolve inquiries and complaints), regulatory agencies, county and state government officials, and nearby public utilities and special districts.
• Prepare annual plan for the district and submit monthly report to the Board of Directors.
• Oversee facility functions including required water sampling and monitoring, and regulatory reporting.
• Identify and address asset repair and/or replacement needs.
• Coordinate personnel and equipment needs.
• Oversee proper care and maintenance of district assets (tools, equipment, vehicles, parts inventory, etc.).
• Identify and correct safety deficiencies.
• Monitor and prescribe adjustments to systems and equipment; administer quality control laboratory checks and flow rate adjustments; and troubleshoot operational problems.
• Develop, prioritize, and implement long range maintenance and construction plans to achieve the district’s engineer’s master plan recommendations.
• Plan, organize, and direct system maintenance and repair tasks as performed by district field and/or contractors; determine methods, equipment, material, and staffing needs, and prioritize and schedule projects.
• Procure and administer various system improvement and consulting contracts.
• Recruit qualified employees using Equal Opportunity Employment Practices.
• Supervisor district staff including assigning and reviewing work, establishing work schedules, evaluating performance, assigning training, coaching and corrective actions, taking disciplinary actions within established policy, and recommending pay adjustments and promotions.
• Review and determine actions related to leave request to ensure adequate coverage for daily operations.
