The City of Coburg is seeking applicants with public sector experience in wastewater collections and treatment. Under the certification and oversight of the Public Works Director, the Public Works Operator III position will have primary day-to-day duties focused on the operation and maintenance of the City’s wastewater treatment plant and collections system. The position requires a level I certification in either collections or treatment (both preferred), and additional certification pay is available for candidates who have or are able to obtain level II certification in collections or treatment.
The City of Coburg operates a relatively new and unique STEP collections system and highly efficient and effective MBR treatment plant. The Coburg Public Works Department is also responsible for a multiple well, storage and distribution water system, miles of local streets, a growing storm drain system, five parks, a trail system and behind the scenes support for many community events and activities throughout the year. This small, but diverse Department is a great place to start a public works career or further develop an existing career.
GENERAL POSITION SUMMARY
Performs a variety of technical and general purpose tasks in various areas of duty in the Public Works Department, with a primary assigned focus and responsibility in wastewater collection and treatment plant operations. The position is also assigned support level tasks within the Streets, Water, Parks operations within the Public Works Department. The position also may also be assigned to perform general building and fleet maintenance duties on an occasional basis.
Wastewater Systems Operations is responsible for daily operations of the City’s STEP collections system and MBR Treatment Plant under the certification and oversight of the Public Works Director.

Wastewater Collections/Treatment System
§ Perform daily system checks, inspections, sampling and data collection consistent with regulatory requirements and Departmental specifications and best practices.
§ Maintain system records in compliance with regulatory requirements
§ Identify and correct operational system deficiencies
§ Prepare preventative maintenance plans for the collections system and treatment plant
§ Conduct preventative maintenance activities with Public Works Director review/approval as necessary
§ Support in the development of annual capital improvements plan (CIP) for the collections system and treatment plant
§ Advise Public Works Director of existing or potential system deficiencies and develop solution options to implement.
§ Lead cross-training efforts within Public Works staff to ensure operational system oversight redundancies
§ Provide operational and technical support to third party contractors utilized by the City to support current operations and future planning for the collections and treatment plant infrastructure.
Public Works General Operations
§ Complete assigned tasks across all facets of Public Works Department responsibilities
§ Maintenance and repair of a variety of public infrastructure including water lines, septic systems, park playground equipment, storm drains, road signs and paint/markings, etc
§ Short duration traffic control/flagging for emergency repairs within public right of way, as well as for community events (parades, runs, etc)
§ Participate in and have high regard for workplace safety
§ Participate in emergency management and operations trainings and live events as assigned |
Qualifications/Requirements: |
KNOWLEDGE, SKILLS & ABILITIES:
§ Technology Skills: Proficient with current version of the Microsoft Office Suite, as well as ability to become proficient with City records management and financial systems to the level required for tasks assigned. General understanding of SCADA systems. Knowledge and use of a wide array of general and Public Works Department specific equipment (controls, testing, apps, work orders, etc).
§ Communication Skills: Ability to communicate effectively orally and in writing, primarily within the Public Works team, but also with residents and businesses when necessary and appropriate. This includes prompt response to inquiries, status updates, task completion and other basic communications carried out daily within Public Works.
§ Must be able to establish and maintain cooperative and effective working relationships with coworkers, elected officials, and the public.
§ Ability to develop and maintain operating methods, procedures and protocols as directed.
§ Ability to organize and maintain data with a high degree of accuracy in accordance with established rules and procedures.
§ Ability to work independently and organize work to meet deadlines with a high degree of initiative, judgment and accuracy.
§ Ability to make decisions independently in accordance with established policies.

MINIMUM QUALIFICATIONS
Education and experience requirements listed are minimum standards. Other equivalent combinations of education, certifications, training, and experience may be considered.
§ Public sector infrastructure operations and maintenance for a local/county/state government or as a private contractor for public system operations and maintenance.
§ Oregon DEQ Wastewater Treatment I or Collections I Certification (both preferred)
§ High school diploma, GED or equivalent
SPECIAL REQUIREMENTS AND CERTIFICATIONS:
§ Must reside within a 20 minute response time of Coburg
§ Hepatitis B Vaccination (can be completed upon hire if needed)
§ Possession of active Oregon drivers license with satisfactory driving record (min two years)
§ Position requires participation in mandatory after-hours on-call schedule that includes rotating weeknights and weekends and holidays. Duty pay and overtime pay is added to (listed) position base pay rate
§ Certification pay (additional 1.5% of base pay) available for Wastewater Treatment II, III and/or Wastewater Collection II, III

WORK SCHEDULE
Coburg Public Works maintains a seasonally adjusted forty (40) hour workweek of both four day (Mon-Thurs 6:00 AM to 4:30 PM) and five day schedules (Mon-Fri 7:00 AM to 3:30 PM). All Public Works employees also participate in the on-call duty pay schedule that includes a one week per month evenings and weekend on-call, paid at 1/8th hourly wage plus overtime for actual callouts. |
