About the Tour

The Stormwater Technology Testing Center (STTC) is a preapproved facility for verifying the pollutant removal performance of technologies in accordance with the Washington Department of Ecology’s Technology Assessment Protocol — Ecology (TAPE). The STTC is also the first center specifically designed to evaluate the maintenance requirements and life-cycle costs of treatment technologies. Located at the Oregon Department of Transportation (ODOT) East Portland Maintenance Yard, this spot was strategically selected because of its secure location on ODOT private property and proximity to a 7-foot diameter pipe that provides stormwater needed for testing at the STTC. The contributing drainage basin includes 1,000 acres of highway and urban streets and has been confirmed to contain representative concentrations of common pollutants (e.g., suspended sediment, nutrients, heavy metals, oil) in urban stormwater runoff. The STTC has three Test Bays that are configured to allow different technologies to be rapidly installed and tested simultaneously. Construction was completed in 2016, and the facility has been in operation since 2018. This tour will be lead by John Lenth with Herrera. John has over 28 years of experience in water resource science, planning, and management. He is currently serving as Herera’s Chief Strategy Officer and served as the Water Practice Director for 10 years prior. Since 2016, John has been working with ODOT to design, construct, and operate the Stormwater Technology Testing Center. He holds a M.S. in Environmental Science from Western Washington University and a B.A. in English from Seattle University.
