The City of Oregon City Public Works Department operates with 43 FTEs on a 2025-2027 biennial budget of $167.1 million and is organized into two primary divisions: Engineering and Operations. The Engineering Division oversees capital project delivery, development review, long-range infrastructure planning, and engineering standards, while the Operations Division is responsible for the day-to-day operation, maintenance, and repair of the City’s transportation, drinking water, wastewater, stormwater utility systems, as well as the City’s fleet vehicles and equipment. Public Works Department services include planning, design, construction, operation, and maintenance of a multi-modal transportation system, water distribution, wastewater collection, and stormwater management and fleet services. The department manages the City’s capital improvement program, supports development through engineering review and inspection, ensures compliance with regulatory requirements, and responds to infrastructure needs during emergencies. The City Engineer serves as a professional engineering manager and deputy department director with extensive technical and managerial responsibility for complex public works and development projects. Working in close coordination with the Public Works Director, the City Engineer plans, organizes, directs, and reviews the work of professional, technical, and administrative staff, exercising considerable discretion and independent judgement in overseeing capital improvement projects, engineering standards and specifications, development review, and short- and long-range infrastructure planning. The position participates in the development, administration, and oversight of the capital improvement program and Engineering Division budget, including consultant and construction contracts. |

| Qualifications/Requirements: | A bachelor’s degree in civil engineering, construction management, or a related field and five (5) plus years of progressively responsible experience in public works engineering and construction management, with three (3) years of supervising professional, technical, and/or trade staff is required. Desirable qualifications include professional engineering experience related to public works infrastructure, and/or a master’s degree in construction management, public administration, or business administration. The position requires registration as a Professional Engineer (PE) in the State of Oregon, or the ability to become registered within six (6) months of placement.
