| Salary Information: | Annual Pay Range: $80,037.14 – $100,964.23 Hourly Pay Range: $38.479395 – $48.540494 Starting salaries will be within the posted pay range based on job-related factors such as experience, training and/or education. |

Clackamas County Department of Transportation & Development is seeking an experienced, motivated, and team-oriented individual with strong communication and interpersonal skills to join our Development Engineering team as an Engineering Technician 4 (within the Engineering Technician 1 – 4 series). If selected for this position, you will be responsible for providing technical pre-application and land use comments for private developments; attending pre-application meetings for proposed developments and land use hearings as needed; explaining technical information, standards and codes, and land use conditions to customers who wish to develop. In this role, you will also be reviewing development plans for permit issuance, facilitating pre-construction meetings, assisting and guiding field inspectors during construction, reviewing plat submittals for consistency with development projects, and coordinating proposed and current development projects with internal staff, developers, engineers, and other professionals. Additionally, as an Engineering Technician 4, you will play a key lead role and support a team of Engineering Technicians, helping prioritize work, provide technical guidance, and maintain high standards across projects. | Qualifications/Requirements: | Required Minimum Qualifications/ Transferrable Skills:*
A minimum of three (3) years of related experience in civil engineering, development review, land use, public works, or a closely related field, including the following: Experience applying knowledge of land use processes, including pre-application meetings, conditions of approval, and public hearing procedures Must pass a post-offer physical assessment; accommodation requests will be reviewed on an individual bases in compliance with State and Federal legislation. TYPICAL TASKS Typical duties for this position include the following but are not limited to: Coordinates with Planning to facilitate the most complex and sensitive development projects through the land use review and oversees permitting processes; coordinates developers expectations for project timeline with County policies and procedures; explains conditions of approval; works with staff to keep the development review process on schedule; anticipates problems and works to a solution with customers and staff; communicates priorities and goals of both the developer and the reviewer; is the main point of contact for the developer’s project manager during development plan review and permitting; attends public meetings to discuss project development issues; convenes meetings as necessary to solve problems and ensures KEY COMPETENCIES Aligns with Clackamas County Core Values of Service, Professionalism, Integrity, Respect, Individual Accountability, and Trust “SPIRIT”. WORK SCHEDULE (5/8) Monday through Friday, working 8 hours per day This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department’s business needs. The exact amount of on-site/telework schedule will be discussed with the hiring manager during time of offer. The Department of Transportation and Development requires that 40% of work time must be on-site unless you reside within the state of Washington. To comply with tax laws, Washington residents must perform 50% of their time on-site at Clackamas County. Telework locations cannot be located outside of Oregon or Washington. Please Note: While this position is eligible for hybrid on-site/telework, it is expected that the selected candidate will be on-site during the initial period for onboarding and training. WORKING CONDITIONS Duties require frequent standing, walking, squatting, bending, kneeling, twisting, overhead-reaching, balancing, fine motor control, and the ability to lift and carry 10 pounds, and pull 100 pounds. Duties also involve frequent exposure to loud noises, slippery and/or uneven surfaces, exhaust fumes and dust, oil and chemicals, traffic hazards, and adverse weather conditions.
