Clackamas County Department of Transportation & Development is seeking an experienced, motivated, and team-oriented individual with strong communication and interpersonal skills to join our Development Engineering team as an Engineering Technician 4 (within the Engineering Technician 1 – 4 series). If selected for this position, you will be responsible for providing technical pre-application and land use comments for private developments; attending pre-application meetings for proposed developments and land use hearings as needed; explaining technical information, standards and codes, and land use conditions to customers who wish to develop. In this role, you will also be reviewing development plans for permit issuance, facilitating pre-construction meetings, assisting and guiding field inspectors during construction, reviewing plat submittals for consistency with development projects, and coordinating proposed and current development projects with internal staff, developers, engineers, and other professionals. Additionally, as an Engineering Technician 4, you will play a key lead role and support a team of Engineering Technicians, helping prioritize work, provide technical guidance, and maintain high standards across projects.

A minimum of three (3) years of related experience in civil engineering, development review, land use, public works, or a closely related field, including the following:
Experience interpreting and applying engineering standards, zoning and development ordinances, and applicable county, state, and/or federal codes
Experience performing complex plan reviews, including grading, utilities, stormwater, transportation, and site design components
Experience working with development or permitting processes
Experience reading, analyzing, and reviewing engineering drawings, plats, specifications, cost estimates, and material submittals
Experience coordinating with developers, engineers, planners, contractors, and other agencies on construction projects
Experience identifying issues, proposing solutions, and facilitating progress on complex or sensitive construction projects
Preferred Special Qualifications/ Transferrable Skills:*

Experience applying knowledge of land use processes, including pre-application meetings, conditions of approval, and public hearing procedures
Experience with permitting and plan review software
Experience developing and delivering presentations
Oregon Department of Transportation (ODOT) Certified General Inspector
Certified Erosion and Sediment Control Lead
Pre-Employment Requirements:

Typical duties for this position include the following but are not limited to:

Coordinates with Planning to facilitate the most complex and sensitive development projects through the land use review and oversees permitting processes; coordinates developers expectations for project timeline with County policies and procedures; explains conditions of approval; works with staff to keep the development review process on schedule; anticipates problems and works to a solution with customers and staff; communicates priorities and goals of both the developer and the reviewer; is the main point of contact for the developer’s project manager during development plan review and permitting; attends public meetings to discuss project development issues; convenes meetings as necessary to solve problems and ensures
timely progress of projects.
Coordinates with Planning to define the scope of the project ensuring consistency with County standards and requirements by meeting with individuals proposing developments; advises on engineering considerations and alternatives, restraints and opportunities, precedents, laws and process considerations; reviews submittals and provides preapplication and land use comments.
Performs development plan reviews ensuring compliance with the land-use decision, County Code, the Zoning and Development Ordinance, Roadway Standards, and engineering standards. Coordinates with the Planning program on technical aspects of the Zoning and Development Ordinance. Prepares or reviews detailed estimates of costs, reviews material submittals, and facilitates pre-construction meetings prior to permit issuance.
Coordinates development projects with other County programs, service districts, and other jurisdictions; keeps affected parties informed on major project applications.
Coordinates and reviews the work of lower level technicians; establishes and maintains standards for assigned projects; oversees preparation of final records; assists field staff with construction issues, project determinations, on-site meetings, and coordination meetings with the developer, consultant, contractor, other agencies, and county staff.
Assists in developing and implementing practices, procedures, standards, and codes for the program and department. Shares recommendations for changes with Development Review Coordinator, Civil Engineer, and supervisor; assists in maintaining departmental procedures, practices, standards, and codes reference documents.
May occasionally testify at land use hearings; present materials; review and interpret legal standards, rule changes, and new regulations affecting land decisions regarding specific application decisions.
As assigned, may oversee or administer special service districts and assessment districts related to road and utility improvement; may coordinate the requirements of these services with the needs of new development as appropriate.

WORK SCHEDULE
This position works 40 hours during a standard workweek with one of the following schedules:

(5/8) Monday through Friday, working 8 hours per day
(4/10) Monday through Thursday, working 10 hours per day (Friday off)
(4/10) Tuesday through Friday, working 10 hours per day (Monday off)
Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department’s business needs. The exact amount of on-site/telework schedule will be discussed with the hiring manager during time of offer. The Department of Transportation and Development requires that 40% of work time must be on-site unless you reside within the state of Washington. To comply with tax laws, Washington residents must perform 50% of their time on-site at Clackamas County. Telework locations cannot be located outside of Oregon or Washington.

Please Note: While this position is eligible for hybrid on-site/telework, it is expected that the selected candidate will be on-site during the initial period for onboarding and training.

WORKING CONDITIONS
Field activities include moderately strenuous physical work and incumbents may encounter adverse environmental conditions such as inclement weather and traffic hazards.

Duties require frequent standing, walking, squatting, bending, kneeling, twisting, overhead-reaching, balancing, fine motor control, and the ability to lift and carry 10 pounds, and pull 100 pounds. Duties also involve frequent exposure to loud noises, slippery and/or uneven surfaces, exhaust fumes and dust, oil and chemicals, traffic hazards, and adverse weather conditions.
