Description: Position Summary
The City of Fairview is seeking an experienced and collaborative Public Works Director to lead all operations, programs, and staff within the Public Works Department, including streets, parks, water, sewer, stormwater, facilities, engineering, fleet, and capital improvement projects. This executive-level role provides strategic leadership, long-range planning, and high-level administrative support to the City Manager and serves as a key member of the Executive Team.

Key Responsibilities
• Lead and manage department staff, programs, and service delivery.
• Oversee planning, design, construction, and maintenance of public infrastructure.
• Direct capital improvement planning, project management, and budgeting.
• Ensure compliance with local, state, and federal laws and standards.
• Provide professional recommendations to the City Manager and City Council.
• Coordinate with other departments, contractors, developers, and regional partners.
• Administer departmental budget, staffing levels, and resource allocation.
• Represent the City on committees and participate in emergency response operations.

Qualifications/Requirements: Knowledge & Skills
• Public works administration, civil engineering principles, and infrastructure systems.
• Construction, operations, and maintenance of streets, water, sewer, stormwater, and parks.
• Public sector budgeting, purchasing, contracting, and project management.
• Supervision, employee development, and performance management.
• Effective communication, negotiation, and public presentation.
• Ability to analyze complex issues, develop solutions, and implement improvements.

Minimum Qualifications
• Bachelor’s degree in civil engineering, public administration, or related field (Master’s preferred).
• Seven (7) years of progressively responsible public works or civil engineering experience, including two (2) years of supervisory experience.
• Valid driver’s license (or ability to obtain within 30 days).
• Oregon Professional Engineer (PE) registration preferred.
• Availability for 24-hour emergency response.To Apply
